Junky databases = designed by a committee.

Actually it has to do with the more senior agents/analysts not wanted to upgrade because they had *just* figured out the old system. It also has to do with the programmers thinking "gov't database" versus "commerical database". That was a fun fight when I got to be involved with that one.
