I know it's spreading like wildfire so I have to post this. I, based on PERSONAL EXPERIENCE know it's not true. Or, at the very least, not true for my phone. I have Verizon. I love Verizon. I love my pink phone from Verizon.
Almost a month ago now, I had to call 911. You can read a bit about it here:

No alarm sounded. I almost exclusively use my cell phone (except when I can't find it then I call up someone on the home phone and get them to call the cell phone so I can find it). It's just a pink razor and I haven't had any problems.

My current belief is that this is either a) a function you can turn off/new to certain phones or b) something someone got off the Onion...again. So please, double check when you spread this type of stuff around. All it does is cause widespread "OMG!" without anyone doing much investigation into the "Is it true?"

it is new, and NO at this time you cant turn it off.

verizon admits it is based on their interpretation of a FCC rule
its a hardware thing that has been built into the newer phones, so NO it wont be in your old phone.

its not a hoax or a fraud.

Verizon said the 911 alarm is on all its new phones. Verizon said the audible tone is required by the Federal Communications Commission.

The FCC, however, said that’s not so.

Here’s what Verizon Spokeswoman Sheryl Sellaway said:

“The tone our customer experienced is our interpretation of Section 255 of the Telecommunications Act calling for a provider of telecommunications service to offer service that is accessible and usable by individuals with disabilities. The tone, indicating that 911 has been dialed, is one of several features designed to make wireless service is accessible and easy to use
